In a future where criminals are punished by genetic engineering, Whispr is a thug whose implants have left him extremely thin. In a Savannah alley, he and his partner Jiminy Cricket kill a man for his artificial hand, and take an odd silver thread he carries. The thread seems to be a storage medium that others badly want.
