Cachalot

Cachalot is an ocean planet to which all of Earth's cetaceans were moved six hundred years earlier, under a covenant made with the intelligence-enhanced whales and dolphins. Humans have since built floating cities on its seas. After several of those cities are destroyed, a middle-aged marine scientist and her teenage daughter are sent to find the cause. Their investigation brings them into contact with the whales themselves, in Alan Dean Foster's Humanx Commonwealth.
